My 2.4 350mm build is mostly working, but after a few dozen prints I'm starting to see layer shifts. After a moderate amount of Googling, the most popular answer was "Look at your belts". I took the panels off and I am seeing some "belt dust" and I see at least one of the belts are not sitting correctly on an idler. What am I doing wrong? Are the gantry parts not square? Is the belt too wide? Am I pulling it too tight? Do I need to buy a new belt (once this is resolved)?

So if you know the path is correct you should rack the gantry. A little dust is okay but if its bad then I would re-rack and replace the belts but you have to decide.
Follow this guide, it has a good tutorial on how to rack the gantry. https://ellis3dp.com/Print-Tuning-Guide/?mwg_rnd=8724070
I do mine many times over a few weeks to ensure the belts are settled and everything is square and smooth.

I re-racked it and still saw the issue. Moving the print head around, there seemed to be some binding with one of the X/Y motors. I couldn't tell which one and thought it better to swap both to have a matched set. I swapped out the X and Y motors (for LDOs) and no longer see the issue. Side benefit, the LDO motors are much quieter.

I was seeing other weird issues after swapping the motors, and I just figured out those to be screws loosing up (probably from taking things apart trying to diagnose the layer shifting). I needed to use thread locker more generally (EVERYWHERE!!!!).
