first and 2nd layer issues

Hi,
Im having some issues on my fist and second layer where edges and center seems to be printing at a good height but the infill seems to be going further and further away from the buildplate.
When the second layer starts it seems to be prinitng to far away from where the first layer got put down.
After the second layer the issue seems to go away and the rest of the print goes without any issues.

I have attached some pictures that im sure will explain the issue better than i can.

Im printing on a Voron 2.4 and slicing using cura 5.8

Okay what have you done as far as calibration?
What size nozzle are you using and what layer height are you printing at?
 
i've gone through ellis print tuning guide. re did flowrate and preassure advance now when i installed orca. i have started to suspect the bed mesh might be doing something but i can first try disabling it on Monday to see if there is any difference.

im using a brass 0.4mm nozzle and 0.2mm layer height
 
Humm, this is a strange one.
Yeah, maybe the mesh but if first layer is good....
I would maybe look at the gcode when it changes layers to see if the height does something strange or extrusion does.
