Rough Faces on Print

Hello, I have a Voron 2.4 350mm 3-D printer, I am currently working on a project that involves needing smooth surfaces. Would anyone have an idea of what this issue may be? I am currently printing my prints at 275mm/s and my extrusion rate is at 22mm/s^3 or 9.15mm/s. I’m thinking the issue has to do with the feeder rate since it used to be a lot worse but after lowering the feed, it helped a lot but I’m still seeing some rough faces on my print on the left side of the face. Cooling was at 100%. I tried lowing it to see if that makes a difference. I will see if anything changes and let you know.

When I turned the cooling off it helped a lot but there’s still a little bit of the bumps still forming. What do you think?
