I've tried different bed temperatures. Fan/no fan. Adjusted Z offset. I've let the print cool down for an hour before opening the chamber door.

It kind of looks like multiple issues - bulging on overhangs, bad perimeter overlap, overextrusion. Check outEllis' tuning guide it's very well documented what causes it and how to combat it.

Ran through Ellis guide again but took my time this time around. Same results afterwards. Could it be something with the hotend? It was printing pretty decently after the build with minor tuning then I had a catastrophic failure. PLA everywhere. Hotend was covered. I might take the dragon hotend totally apart and try to clean it out.

This is where we are at. Using OctaSlicer pressure advanced. Does not no look good.
